About the Role

CAA is entering a significant period of transformation as we modernise how we operate and regulate New Zealand’s aviation system.

 

We are looking for a Lead Business Analyst for a 12 month fixed term to provide enterprise-level leadership across our Business Transformation Programme — ensuring a clear, integrated and high-quality approach to problem definition, solution design and investment decision-making.

 

This is not a traditional BA role. You will operate at programme and enterprise level, shaping decisions, influencing leaders, and ensuring that analysis across multiple workstreams is aligned, consistent, and outcome-focused.

 

About Business Transformation Programme

The Business Transformation Programme is a multi-year initiative focused on enabling the organisation to operate as a modern, intelligence-led regulator. The programme will deliver improvements to systems, processes, data, and ways of working, ensuring the organisation can effectively manage risk, meet its statutory obligations, and support a safe, efficient, and sustainable aviation system. It brings together multiple workstreams to drive coordinated change and deliver long-term value for both the organisation and the wider system.

 

Key Responsibilities:

  • Lead and coordinate business analysis across all programme workstreams
  • Ensure requirements, assumptions, benefits and design decisions are aligned and traceable
  • Lead the development of business cases and options analysis, supporting investment decisions
  • Establish and embed a consistent business analysis approach and standards across the programme
  • Own and drive the benefits framework and benefits realisation approach
  • Provide high-quality insight and recommendations to Programme governance, ELT and Board
  • Lead problem-solving and issue resolution across complex programme challenges
  • Build and uplift business analysis capability across the programme and organisation
  • Work closely with architecture, delivery and change leads to ensure integrated solutions.

What You’ll Bring

We’re looking for someone with:

 

  • Experience leading business analysis across large, complex transformation programmes
  • Proven ability to operate at programme or enterprise level, influencing senior stakeholders
  • Strong experience developing business cases and options analysis (ideally Better Business Case framework)
  • Excellent systems thinking — connecting process, data, technology and operating model
  • Ability to balance strategic thinking with practical delivery
  • Experience aligning multiple teams and workstreams into a coherent whole
  • Strong communication skills, with the ability to distil complexity into clear insights
