About the Role

We are seeking an experienced and forward-thinking leader to head our Emerging Technologies Programme (ETP) – a key initiative focused on the safe and effective integration of new aviation technologies into the civil aviation system.

This role is central to bridging the gap between regulation and innovation. You will lead cross-sector engagement, guide innovators through regulatory processes, and support the development of policies and trials that enable future-ready aviation.

You will also lead and develop a high-performing team, while contributing to a values-driven leadership approach across the organisation


What You Will Do

  • Lead the strategic direction and delivery of the Emerging Technologies Programme.
  • Support aviation innovators in identifying regulatory pathways for new technologies.
  • Build strong relationships across government, industry, and international aviation bodies.
  • Oversee integration trials and contribute to the development of fit-for-purpose regulatory frameworks.
  • Represent CAA in national and international forums on emerging aviation technologies.
  • Manage and grow a high-performing team and contribute to senior leadership across CAA.

The salary band for the position goes from $188 168 to $230 231. Starting salaries will be based on knowledge, skills and experience the successful candidate brings to the role and relativities across the organisation.


What You Will Bring

  • Proven senior leadership experience in a complex or regulatory environment.
  • Strong relationship and stakeholder management skills at a system or policy level.
  • An understanding of regulatory systems — experience in aviation or transport is advantageous.
  • A passion for innovation, and the ability to enable progress while upholding safety and risk standards.
  • The ability to influence, collaborate, and communicate effectively across diverse groups.
  • Relevant aviation experience is essential.
  • Must be able to obtain and maintain a New Zealand government security Top Secret clearance.
