About the role

New Southern Sky (NSS) Automatic Dependent Surveillance – Broadcast (ADS-B) Grant Scheme Administrator:

ADS-B is a new transponder system for aircraft that is being introduced world-wide and provides a number of significant safety and efficiency benefits. From 2021, ADS-B technology will be the main system providing the ‘picture’ for air traffic controllers. Most airliners are already equipped with ADS-B.  In October 2019, the government provided funding of $12.5 Million to support the uptake of ADS-B technology in smaller fixed-wing aircraft and helicopters.  This funding is to be distributed to those aircraft owners who equip their aircraft with compliant ADS-B equipment. The CAA proposes that all aircraft flying in controlled airspace will need to be ADS-B equipped by 31 December 2021. The ADS-B Grant Administration Scheme will manage Grant claims from application to payment, on behalf of the CAA. The ADS-B Grant Scheme Administrator is responsible for the provision of efficient, reliable administrative support in relation to the ADS-B Grant Scheme. 


The ADS-B Grant Scheme supports the national benefit delivery (safety, environmental, social and economic benefits) of the New Southern Sky (NSS) programme. NSS is a decade long programme to coordinate modernization of New Zealand’s aviation system.


This is a two-year fixed term contract to act as the ADS-B Grant Scheme Administrator working within the dynamic NSS programme team environment.


The role focuses on the seamless administration of the Grant process end-to-end. The ADS-B Grant Scheme Administrator will work alongside the ADS-B Grant Scheme Technical Administrator.  Both positions will work to the ADS-B Grant Scheme Project Manager 


A day in the life of the ADS-B Grant Scheme Administrator will invariably be focused on helping to process Grant applications from application to payment. It will be busy and varied and require development of and input to progress reports that will track uptake against targets.

Task will include:

  • Processing of ADS-B Grant Scheme applications and claims.
  • Maintaining the ADS-B Grant Scheme data and document repositories. 
  • Creating Payment Batch Files for CAA Finance’s payment of ADS-B grants.
  • Staffing the ADS-B Grant Scheme Help Desk and responding to administrative inquiries about the scheme.
  • Assisting management with the coordination of meetings and takes minutes for ADS-B Grant Scheme meetings.   


What we’re looking for is someone who wants to build on their existing administrative skills in a project focused and technically aware environment that will constantly challenge you. To be successful in this role you will have:

  • Significant experience in an administrative support role in a large organization, preferably at a senior level.
  • The ability to work to timelines in a dynamic, output driven environment


It will be necessary to have:

  • Intermediate level of computer skills with a demonstrated proficiency in MS Office suite (Word, Excel, PowerPoint and Outlook). 
  • Excellent written and oral communication skills
  • Decision making skills, sound judgement and integrity
  • Excellent attention to detail, well organised and possesses ability to complete tasks in a timely manner
