The Civil Aviation Authority (CAA) is New Zealand’s civil aviation safety and security regulator.

CAA exists to keep the aviation system safe for the public and for people who work in it and use it, as well as keeping it protected (secure) from people who may wish harm to those using and working in it. A safe and secure aviation system maintains New Zealand’s international reputation and supports positive economic and social outcomes.

 

To ensure delivery of these outcomes CAA:

  • Regulates people (those who work in, and are customers of, aviation – including pilots, engineers, air traffic controllers and passengers), organisations, aircraft, and aviation infrastructure.
  • Carries out regulatory functions, including engagement, education, communication, certification, licensing, monitoring (including audit and inspection, screening of passengers and non-passengers), investigation and enforcement.
     

Dedicated to evolving as a modern regulator, CAA is going through a period of transformation. As a result of this change, a new role – Deputy Chief Executive Aviation Safety Oversight – has been created on the organisation’s Executive Leadership Team.

Reporting to the Director of the Civil Aviation (Chief Executive), the DCE Aviation Safety Oversight will be responsible for senior system leadership of the Aviation Safety Oversight function. They will ensure CAA’s safety regulatory functions are capable and effective in providing oversight of the aviation system, ensuring that participants meet their responsibilities for conducting safe aviation activity.  They will be instrumental the implementation of change in the ways of working (including advancing a shift to intelligence-led and risk-based decision-making and regulating emerging aviation technologies) and addressing system safety risks and opportunities.

The group they lead - ~115 FTE – includes a diverse workforce, including specialised and technical experts, across a broad range of functions: Advice, Triage and Planning, Licensing and Standards, Certification and Monitoring , and Aeronautical Services.

The incoming DCE will bring a depth of system leadership, including experience with influencing senior stakeholders across organisations and sectors. They will have experience in influencing international and domestic safety policies and standards, and leading operational delivery within a complex regulatory environment, with a tuned understanding of risk and value-for-money.

The successful candidate will lead with a continuous improvement approach, be commercially savvy and possess strong influencing skills –ensuring safety outcomes are delivered effectively and efficiently.
